An Overview The Transportation Engineer performs engineering work in the field and office. Employees in this class perform responsible civil engineering work, including transportation and safety studies, traffic modeling and simulation analysis, and review of developer site plans for compliance with state, federal, and local laws and guidelines. The Transportation Engineer provides guidance and assistance to other Civil Engineers in such specialized areas as Intelligent Transportation Systems (ITS), project management, review of traffic impact studies, and other engineering related work. The Transportation Engineer performs tasks under the general supervision of the Traffic Engineering Division Chief, and conducts special studies received from a Deputy Director or the Director of Transportation and Environmental Services (T&ES). In addition, incumbent(s) are licensed to practice as Registered Professional Engineers.
What You Should Bring The ideal candidate should have thorough knowledge of modern principles and practices of civil engineering; thorough knowledge of modern methods and techniques as applied to the construction and maintenance of public works; ability to prepare engineering computations, estimates and designs, plans and specifications; ability to conduct engineering research work and write technical reports; ability to use engineering and CADD; ability to provide guidance and assistance to technically and professionally trained subordinates; ability to establish and maintain effective working relationships with the City, State and federal agencies and departments, property owners, contractors, City businesses and residents and the general public; and ability to communicate clearly and effectively, both orally and in writing.
Conducts safety studies and develops mitigation plans in furtherance of the City's Vision Zero goal;
Supervises and directs traffic studies and staff, and oversees the preparation of reports;
Reviews development and redevelopment applications throughout the City of Alexandria and provides recommendation for approval and release for construction to the Deputy Director/City Engineer and Director, Transportation and Environmental Services. Reviews the plans for compliance with Federal, State, and local laws, regulations, and policies;
Evaluates results and methodology of traffic impacts studies and ensure compliance with VDOT and local guidelines and regulations;
Writes staff reports and conduct presentations to large groups, including presentations to City Council, Planning Commission, the Traffic and Parking Board and citizen groups;
Conducts modeling and simulation studies using traffic and travel demand modelling software and micro simulation software, such as VISSIM;
Manages federal and state transportation-related grant projects;
Reviews Complete Streets plans, traffic signal plans, and other transportation related plans to ensure proper design and compliance with the MUTCD and other accepted standards.
Represents the City at Commonwealth of Virginia Department of Transportation meetings and at regional transportation meetings and
Performs related work as required
About the Department The Department of Transportation and Environmental Services (T&ES) strives to improve the overall quality of life within the City of Alexandria through the development of a superior infrastructure. In order to contribute to the physical, social and economic growth of the City of Alexandria, the T&ES employee team provides services of the highest quality in the areas of engineering, environmental quality, traffic control, transit, construction and inspection, surveying, street, sewer and fire hydrant maintenance, and resource and recovery collection.
Minimum & Additional Requirements
Three years of experience in the practice of professional civil engineering, some of which has been performed at the Civil Engineer II level and graduation from a college or university of recognized standing with a degree in civil engineering; and; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Must possess, or obtain within six months of employment, a license to practice as a Registered Professional Engineer in the Commonwealth of Virginia.
Five years of progressive professional engineering experience in traffic engineering and/or transportation engineering. Thorough knowledge of the MUTCD. Experience in one or more of the following areas; traffic engineering/design and traffic operations, transportation planning, ITS project management and operations, construction project management, and working with State and Federal grant projects.
