The City of Chandler Public Works and Utilities Department is currently seeking qualified individuals to fill the full-time position of SR ENGINEER / ENGINEER SIGNAL SYSTEMS SPECIALTY. (Depending on Experience). The ideal candidate will have technical expertise and supervisory experience in oversight of the planning, operations, and administration of an advanced traffic signal control system.
Classification Summary: The primary function of an employee in this class is to perform professional engineering work applying engineering principles and practices in areas such as signal systems, traffic, or contract administration; planning, developing, programming, designing, and implementing major projects; Work involves the use of a full range of engineering principles and practices.
Essential Functions (non-exhaustive): SENIOR ENGINEER - (Salary Range: $77,419 - $108,386 Annually) • Performs project management duties on major capital improvement, transportation, water resources, planning and programming, maintenance, and infrastructure projects;• Makes decisions independently on engineering problems and methods using advanced techniques and the modification and extension of theories, precepts, and practices; • Reviews final design plans, contract specifications, and construction costs; reviews drawings and plans; performs constructability and change reviews; • Attends or conducts pre-construction meetings and ensures affected City staff is advised of project status, costs, and schedule; • Oversees and performs technical review of in-house design work; • Reviews structural plans and calculations for structural engineering integrity; • Ensures public information meetings regarding large projects are held and adjoining or impacted residents are notified of the project and its progress; • Assists in the preparation of developer impact fees; tracks expenditures and fund balances; • Analyzes design standards for public infrastructure and monitors feedback and comments from affected developers; • Serves as project manager for CIP projects; updates staff on budget and schedule status; signs off on payment for consultants; • Provides input to consultants designing CIP projects; reviews consultant reports and plans; • Performs plan reviews and inspections on complex or special engineering projects; • Participates in contract negotiation and administration for outside consultant services for civil engineering plan review services; • Supervises and evaluates assigned staff, addresses employee concerns and problems, counsels, disciplines and completes performance appraisals; conducts interviews and makes hiring recommendations; • Conducts special projects for the City Engineer, City Transportation Engineer, Transportation & Development Director, Assistant City Manager, or City Manager, as directed; • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities; • Responds to inquiries, complaints and questions from architects, engineers, designers, contractors, subcontractors, and the general public and other City departments;
Systems Signal Specialty Only: • Directs, plans, and organizes the projects for traffic signals and street lighting areas; oversees the planning, operations, and administration of the advanced signal control system; • Supervises and directs all engineering activities related to the Intelligent Transportation Systems; • Initiates the preparation of documents related to projects, research projects and supporting special studies and procurement of ADOT ITS materials and consultants; • Provides guidance for compliance of rules, regulations, policies and procedures directed by state and federal government agencies; • Reviews and comments on Traffic Engineering Plan.
Essential Functions (non-exhaustive): ENGINEER - (Salary Range: $71,685 - $100,358 Annually) • Provides project management for various capital improvement and public works projects from conceptual design through construction; • Prepares plans and specifications for bidding and construction; prepares addendums during bidding, answers bidder's questions, evaluates bids, and prepares City Council memos to award construction contracts; • Works within defined budget to negotiate contracts and amendments; • Coordinates plan review and resolution of comments with various federal, state, county, and other agencies to obtain approvals for federal funding and permits for various types of projects; • Coordinates plan review with utilities to resolve utility conflicts; • Coordinates with in-house and outside professionals to obtain easements and right-of-way for projects; • Provides technical reviews of plans and specifications for projects; prepares cost estimates for projects; • Attends pre-bid meetings and assists in resolving change orders and requests for information; • Prepares City Council memos for award of engineering contracts for review by superiors and the City Engineer; • Conducts inspections of projects to determine soundness or proper installation of unusual designs, materials, or equipment; • Evaluates consultant proposals and negotiates fees for capital improvement and public works projects; • Reviews and approves consultant and contractor invoices for various projects; • Provides technical recommendations to support Public Works management staff; • Prepares, coordinates, and/or reviews intergovernmental agreements with agencies for capital improvement and public works projects; • Coordinates impact fee assessment and credit determination for new development; provides impact fee information to developers; annually updates fees; and processes permits for impact fees; • Examines a wide variety of building plans for conformity with construction codes; • Reviews plans for structural code compliance; ensures structural safety and integrity is adequately addressed; • Provides suggestions for code changes and assists City inspectors in their understanding of engineering requirements in the field; • Assists in the preparation of requests for traffic control devices; • Assists in preparation and administration of traffic studies and surveys; • Supervises the inspection and testing of construction materials used within the City's right-of-way; • Exercises engineering judgment for quality control of engineering plans and calculations; • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
The position available is a regular full-time position. A register of qualified candidates will be active for 4 (four) months should another position become available.

Minimum Qualifications (Sr. Engineer): • Bachelor's Degree in a Civil Engineering field; and • Five (5) years' progressively responsible experience in Intelligent Transportation Systems, including supervisory experience; and • Registered Professional Engineer in Arizona; and • Valid Arizona Driver's License; or • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work and which meets licensing requirements.
Minimum Qualifications (Engineer): • Bachelor's Degree in an Engineering field or related field; and • Four (4) years' progressively responsible experience in Intelligent Transportation Systems; and • Registered Professional Engineer in Arizona; and • Valid Arizona Driver's License with acceptable driving record; or • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work and which meets licensing requirements.
Desired Qualifications: • Registration as a Professional Traffic Operations Engineer (PTOE); • Previous supervisory experience; • Experience in Autocad
