Serves as team leader to coordinate project assignments and provide direct supervision, leadership, guidance and technical right of way expertise to planners and engineers for the design and administration of complex transportation improvement projects including roadway improvement, neighborhood improvements and commercial revitalization improvements. Provides professional right of way consultation in support of transportation projects. As a key member of project scoping efforts, provides expert assessments and advice on right of way issues including easements and total takes to assist designers in determining the best and most cost-effective locations for facilities. Serves as project manager for highly technical and complex projects. Assigns work to right of way agent. Monitors, checks and instructs as required to ensure the timely and accurate completion of assigned work and projects. Assists in planning, scheduling, and monitoring the progress of projects assigned to the branch. Assists division chief in preparation and review of right of way budget for all projects assigned. Has responsibility for, and supervises timely processing of all communications and correspondence pertaining to all projects assigned to the section. Participates in citizen's meetings and public hearings. Provides technical consultation to engineers, planners, right of way agents and managers in the business area on an as needed basis. Works in close coordination with other divisions of FCDOT to provide strategic assistance in resolving real property and personal property issues. Attends all project-related design field inspections, utility field inspections and right of way field inspections. Coordinates appraisal efforts and conducts negotiations with property owners to ensure timely acquisition of land rights for county projects. Prepares documentation and coordinates with the county attorney's office to present expert testimony in condemnation actions in circuit court. Directly involved in preparation and negotiation of right of way professional service contracts with outside consultants, including defining scope of projects, required services and contractual administrative items. Provides leadership, guidance, and technical quality control oversight to engineers and right of way personnel assigned to coordinate consultant's projects. This includes obtaining data for consultants, coordinating reviews and approval of consultant's work.
MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field, plus five years of progressively responsible transportation planning related experience. The years of experience should include at least one year in the specific area of assignment (for e.g., SAS, modeling, facilities maintenance, et al).
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS: Strong supervisory, team leadership, and project management skills. Education and experience in one or more of the following: real estate, implementing real estate transactions as allowed by Virginia law, eminent domain, real property appraisals, or property title research. Excellent oral and written communication skills. Demonstrated ability to work independently in a fast-paced collaborative team environment. Possession of a designation awarded through the International Right-of-Way Association (IRWA) or the ability to complete those requirements within three years. Proficiency in basic Microsoft Office Suite applications. Ability to understand road and other public improvement design plans, plats, proffers, subdivision and rezoning plans. Experience using computer applications and software such as CPMS, CPAN, GIS, LDS-Net. Experience working with project managers on various road, pedestrian, bike, trail and other projects. Able to develop and maintain cooperative and effective working relationships with property owners, county officials, staff and the public. Knowledge of county, state, federal rules and procedures governing right-of-way acquisitions. Ability to work independently and follow through on assignments.
PHYSICAL REQUIREMENTS: Must be able to operate a motor vehicle. Ability to perform field investigations of transportation design projects. All duties performed with or without reasonable accommodations.
