Plan, implement and deliver Public Works services to the City. Provide leadership and direction for the City's Public Works Department. Oversee operations of the Administration, Utilities, Engineering and Transportation Divisions. These tasks are illustrative only and may include other related duties.

Manages and directs department personnel. Performs personnel duties such as selection, discipline, evaluation and discharge of employees. Establishes performance standards; counsels employees as appropriate. Develops processes that involve employees in decision making. Provides career development opportunities for staff. Promotes and implements manager and supervisor development activities. Facilitates goal and objective development with division management personnel.
Prepares annual and long range budget projections. Manages and administers annual budget in several funds. Acts as Fund Manager for several enterprise, special revenue and internal service funds. Coordinates the City's Capital Improvement Program.
Anticipates challenges to funding sources for department activities and develops strategies to address them. Investigates and develops new revenue sources.
Evaluates the effectiveness of existing programs.Develops and implements new programs to meet the community's changing needs. Engages the public in discourse regarding service levels and funding sources.
Serves as a member of the City's Senior Management Group to address overall policy issues under guidelines established by the City Council and the City Manager. Participates in City planning and budgetary efforts.
Establishes and monitors department procedures, policies and practices. Ensures high-quality, responsive service to the community that is in compliance with all federal, state, and local regulations.
Provides information, reviews and approves departmental actions and reports. Seeks input, analyzes recommendations, and chooses a path forward to address internal and external customer expectations.
Responds to complaints, concerns and issues.
Represents department on City?wide task teams. Represents the City on regional and statewide committees and in legislative matters. Provides support to various Advisory Commissions, City Council, City officials, and staff. Coordinates planning and operations with Benton County, 509J, ODOT, MPO, and OSU.
Prepares reports, analysis, and other correspondence to communicate complex issues to a general audience.
Responds to emergency situations and directs emergency response activities.
Facilitates various public advisory groups and public processes.
Operates and drives a motor vehicle safely and legally.
Conforms to all safety rules and performs work is a safe manner.
Adheres to all City and Department policies.
Delivers excellent customer service to diverse audiences.
Maintains effective work relationships.
Arrives to work, meetings and other work-related functions on time and maintains regular job attendance.
Education and Experience
Bachelor's degree in Civil Engineering, Public Administration, Business Administration or a related field is required. Master's degree is strongly preferred.
Seven years of increasingly responsible experience in a municipal public works setting at a managerial level.
Registration as an Oregon Professional Engineer is desirable.
Knowledge, Skills and Abilities
Thorough knowledge of all phases of public works management, including utilities, engineering, capital projects and transportation areas. Familiar with Federal, State and local regulatory requirements in these areas that have regional basis implications, and ensure ongoing City compliance.
Excellent supervisory skills. Ability to hold employees and supervisors accountable for personal goals and contributions towards organizational objectives and values. Ability to motivate staff and to delegate, supervise and review the work of staff.
Excellent analytical skills.
Excellent leadership, interpersonal, facilitation, negotiation, communication and organizational skills, including the ability to speak effectively in public to a variety of audiences.
Ability to maintain and promote effective working relationships with, and between, coworkers, the public, elected officials, and other agencies.
Experience with group processes and ability to facilitate groups to accomplish tasks and resolve issues.
Strong budget management and reporting skills.
Ability to understand how to apply technology and lead efforts to improve efficiency and customer service.
Ability to use a computer to perform the essential functions of the position.
Possession or ability to obtain and maintain a valid Oregon Drivers License.
Ability to pass a pre-employment physical exam.
Must successfully pass a comprehensive background investigation including criminal history check.
