Parsons is now hiring a Water/Wastewater Program Director and Practice Lead who can lead a team of professionals overseeing every phase of large-scale program management in our water/wastewater systems group in California Parsons’ extensive experience in this field, combined with your significant management and technical experience, will propel your career forward with opportunity for advancement with top performance. We need our Program Manager and practice lead to be versatile as well as have exceptional communication, analytical and management skills. Responsibilities - You will act as the Company representative with the client and selected subcontractors during program execution. Negotiate changes to the scope of work with the client and key subcontractors.
- Collaborate with Business Development colleagues to market and secure work. Responsible for following up on instructions and commitments associated with the program. Participates in negotiations with regulatory agencies and in public meetings in support of clients.
- Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
- Plan, direct, supervise, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned program. Assign responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths.
- Work with the key project staff to devise and execute actions plans to avoid or mitigate cost overruns or delays, or to accommodate significant changes to the scope of work. Advise the client and company management of any such changes. The Program Manager is specifically responsible for maintaining current and timely obtaining change orders.

Requirements - Accomplished senior level program manager with experience managing complex teams that include but are not limited to Contracts Management, Project Controls, Risk Management, Public Outreach/Communications, Environmental Management, and Safety Management.
- A 4-year Baccalaureate degree in engineering, construction management, or closely related discipline from an accredited institution
- A Master’s Degree in Engineering is highly desirable.
- Experience with managing and leading large water/wastewater programs.
- Candidate must have the ability to foster a close working relationship with all Program stakeholders in a public works environment. This will include Client Operations and Maintenance staff, Client Safety Management, Client Environmental Management, Client Project Management, Client Construction Management, and others.
- Experience in auditing large complex programs for compliance with program procedures and requirements.
- At least twenty (20) years of recent experience in construction management of large and complex engineering/construction projects.
- At least five (5) years of recent experience as a Program Manager on at least one (1) complex water or wastewater infrastructure program within the last fifteen (15) years with a construction value of $1 billion or more.
- (PE) Registration as a Professional Engineer in the State of California is desirable.
Highly Qualified Individuals Have: - Experience providing overall administrative management of a Program Management contract and resources and advising on a broad range of Program Management issues including refining Program(s), setting priorities, developing delivery strategies, implementing business processes and procedures, and addressing areas of concerns.
- Ability to act as the single point of contact to a client or clients for all task order contract issues and be responsible for all activities related to administrative management of the performance of consultant and Subconsultant staff.
- Track record in the development of major scopes of work for Program Management tasks, securing the necessary resources, and monitoring the performance of the Program Management contract.
- Experience in developing a strategy for delivery of a major improvement program consistent with policy direction and translating vision/strategy into execution and implementation.
- Ability to provide substantive direction on risk management, project delivery approaches, project acceleration alternatives, project prioritization, and other areas such as: project management, Engineering, communications, Pre-Construction Management and Planning, quality assurance/quality control (QA/QC), and facilities operation and maintenance.
- History of identifying trends and potential problems; developing recovery plans, as needed; identifying priorities for a major program ensuring future potential problems are identified early and avoided; and identifying and/or developing policies and procedures required to successfully implement a program.
