The Washington State Department of Transportation (WSDOT) Multimodal Planning & Data Division has an exciting opportunity for a qualified person to be a travel demand modeling and data analysis expert. WSDOT is currently seeking a talented Travel Demand Modeling & Analysis Manager with an interest in having your work make a difference towards improving public safety, to serve as the senior level expert to provide direction and to make tactical and strategic decisions on modeling and technical analysis to support WSDOT business areas, divisions, and regions. This position is responsible for leading and directing professional travel demand modelers and specialized consultant teams working on modeling projects. This position also leads and makes tactical and strategic decisions on the evaluation of “Big Data” and analyses including the National Performance Management Research Data Set (NPMRDS), MAP-21 performance measures using NPRMDS, travel time studies, and special projects. This highly technical work requires a specialized combination of education, experience, and expertise in travel data modeling and analysis, “Big Data” processing, and traffic simulation modeling. This position will provide expert advice to all facets of travel modeling for WSDOT and its partners.

To be considered for this opportunity, the following are required:
Master’s degree in transportation engineering, traffic engineering, civil engineering, transportation planning, urban planning, or related fields.
Ten (10) years of progressively responsible experience in travel demand modeling and systems analysis and/or traffic simulation; OR Ph.D. in one of the above fields AND six years of experience; OR any combination of education and experience that would provide the applicant with proven skills, knowledge, and ability required to perform the job.
Expert level experience in developing travel demand models, DTA models, and traffic simulation models and analyses.
Strong quantitative skills such as statistics and econometrics.
Experience in working with” Big Data,” data mining, and data analysis.
Experience in working with probe vehicle data, NPMRDS, or similar database (INRIX, etc.).
Experience in travel time studies (using Bluetooth reader and/or other new technologies) and design of travel time studies.
Strong project management skills (including contract development and management, staff supervision, schedule
preparation and management, and budget preparation and management).
Thorough understanding of “state of the art” travel demand forecasting, traffic simulation, traffic engineering analyses, and other transportation planning methodologies.
Understanding of traffic engineering principles and theories, Highway Capacity Manual procedures, signalized and non-signalized intersection optimization procedures, channelization, etc.
Working knowledge of DTA techniques.
Knowledge and experience in developing, interpreting, and applying travel demand forecasting and traffic simulation models such as EMME, VISUM, SYNCHRO, VISSIM, and DYNAMEQ or similar software platforms.
Responding to travel demand model related information requests from WSDOT executive management, members of the public, elected officials, advocacy groups, and local agencies.
Preparing a wide variety of memoranda, reports, and presentations to convey technical transportation information to various audiences.
Represent the Department on various committees, task forces, and special inter-agency and interdepartmental teams.
It is preferred that qualified candidates also have:
Basic computer programming skills, preferably in R/Python, GIS applications, and Visual Basic.
