The State Engineer for the North Dakota Department of Water Resources (DWR) under the direction of the Director oversees several regulatory functions and responsibilities, including oversight of dam safety, water appropriations, construction and drainage permits, along with other water permitting uses as outlined in chapter 61 of the NDCC. The mission of the Department of Water Resources is to improve the quality of life and strengthen the economy of North Dakota by managing the water resources of the state for the benefit of its citizens.
Carry out the vision and strategy set forth by the Director of Water Resources and State Water Commission.
Assist in developing and implementing the State Water Management Plan as laid out by the State Water Commission and state legislature. Provide input to the State Water Commission in the implementation of programs and services.
Assist the Director in providing leadership, and guidance to division managers in the implementation and interpretation of regulatory processes and services.
Monitor and evaluate the efficiency and effectiveness of regulatory programs and operations.
Oversee regulatory programs including dam safety, water appropriations, construction and drainage permits, and associated technical duties related to public safety and property protection.
Serve as a technical expert witness for the state legislature and State Water Commission by providing and preparing a variety of scientific testimony and recommendations to both.
Represents the DWR and the State of North Dakota on statewide, national, and international levels to all outside entities.
Bachelor’s degree in civil engineering or related engineering field from an accredited program.
Registered as a professional engineer (P.E.) in North Dakota or registered in another state and eligible for registration in North Dakota.
Ten (10) years engineering experience, with a minimum of six (6) years related administrative and senior management work experience.
Experience and knowledge of western water law, river basin management principles, interstate compacts, international treaties, hydrology, geology, and irrigation.
Must demonstrate highly effective communication and presentation skills.
Must have the ability to deliver regulatory decisions in line with North Dakota Century Code (NDCC).
Must exhibit strong leadership, problem-solving and decision-making abilities and be able to influence others with integrity in a confident, factual manne
