This position is located at the Department of Transportation Headquarters. The DOT Deputy Director - Operations will oversee Traffic Operations, Road Maintenance, Utilities, and the Streetlight Program. Traffic Operations Division The Traffic Operations Division provides traffic engineering services, incident and event traffic management, and traffic control device operation for the safe and efficient travel of vehicles and pedestrians on the County's surface transportation system. The division is organized into three groups: the Traffic Engineering Group, Traffic Signal Group, and Intelligent Transportation Systems Group. Road Maintenance Division The Road Maintenance Division is responsible for the effective maintenance of the County’s roadways including asphalt, bridges, drainage infrastructure, inclement weather response, and Right of Way vegetative management.
Utility Permitting Utility Permitting is responsible for the review, approval and inspection of utility permits while also providing construction coordination with new development in compliance with local, state and federal utility rules and regulations.
Street Light Program The Street Light Program is responsible for administering the operations and staff of the Street Lights Program for the County in compliance with national safety standards and local regulations.
Manages, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals; and makes final decisions in the recruitment and selection of division employees.
Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives: ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to director, County administrators, and elected officials.
Develops and implements long- and short-term plans, goals, and objectives for area of assignment: collects and analyzes multiple sources of data; evaluates effectiveness and efficiency of department activities: reviews and revises policies, procedures, plans and programs; and researches, assesses, and develops strategies to meet current and future transportation and engineering needs; signs and approves various forms/documents as needed.
Develops, implements and monitors policies, procedures, and protocols for area of assignment: interprets, explains and implements local, state, and federal laws, codes, and regulations; conducts staff meetings; and provides information, updates, and coordination of work activities.
Develops and implements budget for assigned area: recommends staffing levels, equipment, materials and other budget allocations; monitors expenditures to ensure compliance with approved budget; and prepares and submits budget documentation and reports.
Plans and directs engineering designs and surveys, construction management, and other functions as assigned: coordinates work activities with department divisions, other County departments, local, state and federal governmental agencies, contractors, consultants, and other organizations; and reviews and approves construction plans, contracts and agreements, reports, land acquisitions, requests for proposals, project specifications, work orders, and utility and right-of-way permits.
Prepares applications and proposals for funding from federal and state government agencies, private organizations, developers, and others: gathers and compiles information; completes and submits applications; administers funds according to funding agency rules and regulations; and maintains and submits all required documentation.
Serves as Director in absence of the same: attends agenda preparation, attends Board of Commissioners, staff and other meetings and events; represents the division and the department on various committees and at meetings and public hearings; attends and participates in meetings and forums, working with adjacent counties and cities to develop mutually beneficial intergovernmental agreements regarding transportation; and answers questions and provides information regarding division activities and plans.
Performs other related duties as assigned.
Bachelor's Degree in Engineering, Planning, Public or Business Administration, or related field required; supplemented by ten years of progressively responsible experience managing transportation operations, with a minimum of three years of supervisory experience as a division manager preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Three years of supervisory experience as a division manager.
Designation as a registered Professional Engineer in the State of Georgia
Licenses and Certifications
Must possess and maintain a valid Driver's License.

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Essential functions are regularly performed without exposure to adverse environmental conditions.
