As a Traffic Engineer, this position is responsible for traffic operations and engineering work in support of PWD’s growing Traffic Operations Program, with the opportunity to work with current and innovative technology in the traffic operations area.  The Traffic Operations Program is part of PWD’s Transportation Division.
 
For recruitment purposes, this position is being posted as both a Traffic Engineer II and Traffic Engineer III.  Candidates will be considered for the highest level for which they qualify.  The salary range for a Traffic Engineer II is $67,279 to $107,473, and the salary range for a Traffic Engineer III is $81,409 to $130,042.  The anticipated hiring range is around the midpoint of the range for well-qualified applicants.

The primary responsibilities of the Traffic Engineer II and III are as follows, with the Traffic Engineer III performing these functions with a higher level of independence and for traffic systems and projects of greater complexity:
 

• Serves as a specialist in traffic operations areas, developing and evaluating plans and criteria for a variety of projects and assignments.  
• Conducts and directs studies of traffic flow, traffic volume, speed, road capacity, and circulation patterns.  Reviews, monitors, and evaluates traffic signal plans, timing, and operations.
• Evaluates neighborhood traffic safety, cut-through, and speed related concerns and managing the design, implementation, and evaluation of traffic control devices associated with the Department's Neighborhood Traffic Management Program.
• Assists in the maintenance and operation of the complex traffic signal networking infrastructure including fiber optic lines and networking hardware. 
• Reviews, reads, and interprets signing/striping plans and specifications for new and existing infrastructure.  Makes recommendations concerning the need for a proper location of traffic control device installation and provides recommendations for modifications.
• Participates in school traffic operation and development/maintenance of safe routes to school maps for inclusion in the County's Geographic Information System (GIS) system, as well as recommendations for enhancements.
• Reviews traffic plans for special events to ensure proper traffic control is in place for such events; verifies the implementation of approved traffic plans in the field.  
• Develops and/or reviews, approves, and monitors method of handling traffic plans for construction projects, special events, and similar that affect the normal flow of traffic.
• Receives, investigates, documents findings, makes recommendations, and closes requests associated with traffic service request.  Investigates and responds to citizen concerns/complaints regarding traffic control devices. 
• Conducts research and stays current on new developments and technologies in traffic control systems, including Intelligent Traffic Systems.  Develops new and improved techniques and procedures for County traffic operations.
• Provides strategic direction and assistance to Road and Bridge Signing and Striping crews and assistance in the implementation of traffic control devices, as needed.  Prepares work orders for routine traffic control devices installation and provides recommendations for modifications. 
• Evaluates and analyzes traffic systems needs and requirements; makes recommendations regarding computer software and hardware purchases, routine maintenance, and replacement schedules.
• Provides project management and project engineering on various types of traffic related public works projects and requests.
• Maintains/operates/updates County owned Accident Database and traffic counts on a continuing basis. 
• Participates in the development/maintenance of the Arapahoe County Traffic Safety Plan documents including but not limited to review, updates, and/or modifications as they occur or as necessary, but not less than annually.
• Performs related work as required. 

SKILLS AND ABILITIES:

• Knowledge of the theories, principles, practices, and techniques of traffic/transportation engineering and project planning and management.
• Knowledge of modern methods and techniques used in the design and construction of a wide variety of public works, utilities, and traffic engineering projects.
• Knowledge of applicable laws and regulatory codes relevant to design and construction in traffic systems operations.
• Knowledge of the Manual of Uniformed Traffic Control Devices (MUTCD) and Highway Safety Manual. 
• Ability to analyze and evaluate traffic and other statistical data and develop recommendations.
• Ability to make complex engineering computations.
• Ability to maintain the traffic signal system and other traffic databases.
• Ability to use a variety of drafting and engineering apparatus, including computerized systems.

EDUCATION AND EXPERIENCE:

• Bachelor's degree from an accredited college or university with major coursework in traffic or transportation engineering or related field is required.
• Traffic Engineer II: Minimum of four (4) years of engineering experience in traffic operations/systems is required, along with a working knowledge of the Manual of Uniformed Traffic Control Devices (MUTCD) and Highway Safety Manual.  Possession of International Municipal Signal Association certifications at the time of hire is highly preferred.  
• Traffic Engineer III: Minimum of eight (8) years of engineering experience in traffic operations/systems is required, along with considerable working knowledge of the Manual of Uniformed Traffic Control Devices (MUTCD) and Highway Safety Manual.  Possession of a Certificate of Registration as a Professional Engineer in the State of Colorado is required or the ability to obtain the same within six months of employment.

An equivalent combination of education and work experience that satisfy the requirements of the job may be considered.

ADDITIONAL REQUIREMENTS:

• Possession of a Colorado Class "R" driver's license or ability to obtain within two weeks of appointment.
• Successful completion of pre-employment background and motor vehicle checks.

 WORK ENVIRONMENT: 
 Work is generally confined to a standard office environment, although frequent field /out of office observation/inspection/work will be expected.  Occasional exposure to hazardous road conditions and weather elements can be expected while in the field.
 
 PHYSICAL DEMANDS:
