The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Principal Engineering Technician classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.
The Department of Parks, Recreation and Neighborhood Services (PRNS) is currently recruiting to fill one Senior Engineer position to lead and manage technical staff in the Capital Programs Division. This recruitment may be used to fill additional vacancies in PRNS or other City Departments.
This Senior Engineer position is responsible for the management and supervision of the PRNS Capital Improvement Program (CIP) team in delivery of its large and varied workload. Primary responsibilities include scope development, estimate preparation & coordination, site & project assessments, establishing design direction, workload & project planning, project management, and communicating with the community and City leadership.
The position requires a collaborative relationship with the Department of Public Works (DPW) for delivery of most projects. PRNS is viewed as the “Owner” department and Public Works is the “Implementation” department. With this arrangement, the PRNS Senior Engineer tracks and ensures that all projects meet the Council’s stated goals (per General Plan) and strategies (per ActivateSJ), aligns with community expectations, and meets the Department’s operational capacity per the annual budget process. PRNS and DPW manage a $315,000,000, 5-Year CIP Budget (adopted, per FY 2021-2025) to deliver a variety of projects:
Small Projects (replacement, repairs & upgrades of park, trail and community center assets)
Parks (planning and development of neighborhood, community and regional parks)
Trails (study, planning and development coordination for Class I Bikeway Trails)
For all projects, the Senior Architect is responsible for guiding delivery of high-value and appealing sites that reinforce San Jose’s identity.
The PRNS CIP team is comprised of landscape architects, engineers, park managers, analysts and technical personnel responsible for direct delivery and/or oversight of studies, master plans, design and development. The team is the primary lead for projects that do not require oversight of the City Engineer (Director of Public Works), with the balance of technical projects having DPW serve as lead and PRNS guiding the owner’s perspective for functionality, affordability and sustainability.
The ideal candidate works well across teams, engages with the City Council and community as the Park System’s primary clients, and leads the team to its highest potential in delivery of creatively-designed, high-value, sustainable, fun and award-winning park and trail projects. The Senior Engineer will lead high-profile projects and engage team members in task delivery, oversee the projects of each team member, and serve as coach to build staff’s technical and project management capacities.
The Senior Engineer leads the team with five key goals:
Small Projects, other than DPW-lead projects (Quality control, prioritization, technical guidance, design influence)
Park Projects (Quality control, technical support, engineering guidance, design influence)
Inter-Department Coordination (Department of Public Works, but also other City Departments and external agencies on a project-by-project basis).
The interview process may lead to positions offered in other City Departments. These position support managing the permitting of work in the City’s public right-of-way by utility companies and other public agencies or managing major transportation projects at the implementation stage.
Key responsibilities of this position include, but are not limited to:
Plans, prioritizes, assigns, supervises and evaluates the work of professional, technical and other engineering and non-engineering staff involved in the performance of planning, engineering and architectural functions under the limited authority of the Director of PRNS, with primary engineering and architectural services delivered by the Public Works Department.
Provides input and quality control to support and facilitate PRNS’s operational role. Partners and collaborates with DPW as that department prepares most plans, specifications, calculations and estimates for park facilities and other structural/civil public works projects and activities such as streets, drainage structures, utility facilities, improvements or development, and other projects.
Partners and collaborates with DPW as that department leads most project development with outside consultants; prepares requests for proposals for services; establishes conditions of contract approval; assists in the selection of consultants; coordinates and evaluates consultants' work; and may review and recommend acceptance of invoices and processes progress payments and prepare periodic reports for projects under direct management of PRNS.
Leads preparation of feasibility and planning studies if PRNS leads the project, if engineering is not a primary outcome of documents needed to support future project development.
Understands and champions the PRNS strategic plan; ActivateSJ. Guides development of projects to support and advance the plan’s guiding principles for Stewardship, Nature, Equity & Access, Public Life and Identity.
Represents PRNS’ operational needs and reflects community-defined outcomes when working with Public Works in their leadership role for design and development of engineering public works projects within assignment; plans, administers, schedules, and oversees design and construction projects or maintenance rehabilitation projects; prepares estimates of time and material costs; coordinates and monitors project progress to ensure timely progress of all phases of the project; provides technical direction, inspection and final acceptance for new construction and maintenance; prepares technical reports and correspondence.
Serves as a technical resource in assigned engineering area with work product delivered to DPW for its use; participates in the development of standard engineering specifications, criteria and policy and procedure statements on engineering matters. Provides technical advice to PRNS field operations, other City departments, and the general public in the interpretation of City ordinances, policies, regulations, and procedures as required and if not under the direct responsibility of the Director of Public Works.
Prepares feasibility reports and directs studies and research for new or modified projects where engineering challenges are not under the authority of the Director of Public Works. Participates in, and supports Public Works in efforts to solve engineering problems.
Participates in budget preparation and administration; provides quality control for cost estimates prepared by Department of Public Works for budget recommendations; monitors budget and controls expenditures for projects during the development, design and construction phases (whether PRNS or Department of Public Works leads the project).
The salary range for the position is $129,646.40 - $163,966.40.

Education and Experience: A Bachelor’s Degree from an accredited college or university in an engineering discipline and five (5) years of progressively responsible professional engineering experience.
Certification or License:
Professional Engineering (PE) Licensing in a relevant engineering discipline.
Possession of a valid State of California driver's license.
