The City of Dublin seeks applicants for a Civil Engineer II for the Division of Transportation and Mobility. As a Division, Transportation and Mobility provides professional and technical expertise to guide the development and implementation of multimodal, innovative, and smart transportation strategies and systems to support our residents and workforce.
Family Focus Plans, designs, reviews, manages, and implements studies, construction, maintenance, and alteration of City streets and infrastructure and ensures that all residential and/or commercial development and improvements are consistent with the City’s codes and standards.
Primary Focus Performs independent research and analyses for significant and complex engineering projects and studies. Prepares findings for senior engineer or manager’s review and assists in presentations to City leadership, City Council, and community organizations. Coordinates and communicates with stakeholders relating to projects, policies and programs. Reviews construction drawings, development plans, zoning proposals and engineering studies for conformance to Federal and state regulations and City code. Oversees construction methods and materials to resolve field conflicts and ensures compliance with contract documents.
Given the nature of this classification’s duties/responsibilities, it has been designated as Exempt under the governing Fair Labor Standards Act regulations and, therefore, is not entitled to formal overtime compensation and/or formal compensatory time.
Supervisory Responsibilities May supervise Civil Engineer I’s, Engineering Project Inspectors, Engineering Technician II’s, and Engineering Technician I’s.

Essential Functions Reviews plans, studies and designs for complex residential and commercial developments, Capital Improvements Program (CIP) projects, and transportation and public infrastructure projects for compliance with City codes and standards, contract specifications, and Federal and State regulations; writes contract specifications; leads significant engineering projects for street and bridge maintenance that typically have budgets of more than $250,000 and require more than 3 months to complete; reviews and approves assigned work of other engineering staff, consultants or City staff members.
Evaluates background data and site conditions to select and develop solutions for major construction problems and/or issues including conflicting design requirements, unsuitability of standard materials, difficult coordination requirements and the like; provides assistance to support staff on complex technical issues involving the interpretation and application of engineering principles, theories, and concepts and providing innovative and effective solutions.
Completes research projects, including identifying data requirements, collecting and reviewing data, analyzing results and developing findings and recommendations; prepares final research documentation, including reports, presentations, and policies using a combination of standard formatting and the creation of new formats for effective communication that translates into language that is understood by non-technical staff, City Council, City leadership, neighborhood meetings, Council subcommittees and community organizations.
Serves as a project leader for assigned projects involving two or more staff members, consultants, and requiring more than 6 months from planning to completion; provides technical assistance to other staff during design and/or construction; develops and recommends project budgets, cost estimates, schedules, requirements, and deliverables for approval; coordinates team members, prepares and presents status reports, and ensures schedule and budget are met.
Maintains records and GIS data to facilitate accurate infrastructure planning/budgeting.
Coordinates with various utility companies to install/relocate their facilities as necessary for City projects.
Negotiates with property owners to acquire interests needed for City projects; manages property/right of way acquisition or easements related to construction of projects.
Develops and implements new policy/program documentation and project management methods and software.
Responds to concerns from residents, police, or others and conveys complex engineering information to non-technical individuals; communicates, coordinates, and collaborates with residents, staff, developers, and community leaders.
Assists in the development and utilization of City of Dublin design and construction standards; updates and reviews the City’s standard construction drawings, general conditions, and contract notes.
Performs other related duties as assigned.
Minimum Qualifications Bachelor’s Degree in Civil Engineering from an ABET accredited educational institution and a minimum of 4 years of full-time professional engineering experience in the area of specialization to which assigned.
Ohio Professional Engineer (PE) license or ability to obtain within 6 months of appointment to obtain reciprocity from another state.
Career level in the job family may be attained through demonstrated experience and achievement of defined advancement criteria without a competitive process. Demonstrated ability to perform the essential functions of the Engineer II role.
Knowledge of design standards and best practices.
Knowledge of construction methods and material specifications.
Knowledge of Geometric design, drainage design, pavement design, and lighting design preferred.
Knowledge of AutoCAD/Microstation, ArcGIS, Visual, Adobe preferred.
Knowledge of the Ohio Manual of Uniform Traffic Control Devices (OMUTCD) and applicable laws/regulations.
