The Utilities Department’s Electric Division is looking to add a knowledgeable, experienced, and motivated Electric Utility Analyst to our team. This position is responsible for ensuring business applications and processes are working effectively and efficiently. This role will play a critical part in the day-to-day operations and regulatory aspects of the electric utility. Additionally, this position will be involved in projects. The City of Corona is looking for someone who is reliable and knowledgeable with electric utility practices and programs to support our customers, as we improve our current systems and transition to new ones.

Under general direction, performs responsible, professional management analysis in support of the administration and operations of the City’s Electric Utility; to recommend, negotiate, prepare and administer the City's power resources and sales contracts and agreements in accordance with the direction and goals established by management; actively participate in legislative, regulatory and legal administration efforts; develops recommendations and work plans for the formation of policies and procedures involving electrical operations, systems and capital improvement projects; contributes to Division fiscal and technical management; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
The incumbent oversees and performs difficult and complex work involving a wide range of program-oriented research and analysis, including statistical analysis, policy development, procedural evaluation, system performance evaluation, facilities improvement alternatives analysis, capital improvement program development and the coordination of operations and maintenance projects and activities with the other City departments. Assignments are received in the form of general instruction and objectives to be achieved.
The Electric Utility Analyst is expected to exercise initiative and sound independent judgment in developing relevant information and resources by selecting study approach and analytical techniques and in making comprehensive recommendations based on study results; incumbent must effectively handle multiple deadlines and changing priorities and may provide lead and functional supervision to administrative or technical staff.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from higher level supervisory and management staff. Exercises no direct supervision over staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Works with Department staff to develop and improve operational practices in support of the Department's mission, strategic plans and values.
2. Within the electric Utility plans, organizes and conducts research and analyses regarding Department policies, project proposals, operational procedures, facilities performance, system capabilities and system supply and demand characteristics; identifies weaknesses or shortfalls; helps in developing guidelines for existing system operations; formulates recommendations for improvements; maintains operational plans, documents, findings and recommendations.
3. Support City participation in utility industry, federal, state and local activities. Analyze, evaluate and monitor legislation including making policy recommendations and preparing appropriate reports and correspondence. Recommend options and strategies in response to legislative and regulatory issues at the state and federal level. Monitor and prepare required state and federal regulatory authority reports and compliance measures.
4. Analyze and respond to complaints and requests for information from internal and external sources; determine appropriate corrective action; Initiate correspondence, council reports and public documents requiring sensitivity to issues with knowledge of related laws, ordinances, policies and procedures. Creates pamphlets, brochures, fliers, newsletters and public announcements in regard to public relations.
5. Participates in development of Department budget proposals. Prepares analytical reports, commentaries, and correspondence; drafts, reviews and prepares comments on reports developed for Department and outside agency review; creates graphs, tables, and other visual aids to illustrate technical studies or assist in project presentations.
6. Monitor Utility electrical revenues and consumption. Track revenues and consumption trends as it pertains to the overall utility and individual account activity. Identify anomalies, sustained dips or increases and the potential impacts of such activities on the utilities bottom line.
7. Develops, coordinates and performs field surveys to document facility layouts, operating conditions and system operational procedures and concerns; consults with field staff to obtain input regarding facilities, equipment or procedural changes to improve the electrical systems operating efficiency.
8. Using databases and other methods of tracking system status and performance, monitors and analyzes system operating characteristics including systems loads and demands, peak demand conditions and historical content. Provide analytical support in the development of forward strategies to enhance and optimize the City's market positions in a fiscally responsible manner.
9. Plans, monitors, and tracks maintenance and repairs activities on the electric infrastructure. Ensure the equipment inventory listings and Circuit books are kept current, the data entry is kept up to date in Nexgen and is represented timely in the City GIS.
10. Participates in the identification, evaluation, development and prioritization of capital improvement program projects; aides in the development of cost estimates, cost benefit analyses and project/program schedules; generates project data for inclusion in the Department's capital improvement program; monitors status of approved projects.
11. Monitors and evaluates existing and proposed contractual agreements and recommend desirable modifications; draft agreements including the coordination of legal consult. Helps to Monitor the City Rules and Regulations, tariffs and programs as it relates to current legislation and industry standards; makes recommendations to management.
12. Reviews, revises and comments on the construction drawings, financial and technical reports, environmental documents, project proposals and facilities cost analyses.
13. Ensures the City's safety program and goals are implemented and carried out in the assigned areas of responsibility; develops and proposes safety requirements.
14. As other responsibilities and/or duties are identified, the position will carry out those responsibilities and duties as assigned.
QUALIFICATIONS GUIDELINES
Education and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from an accredited college or university with a bachelor's degree in Business Administration, Public Administration, Environmental Science or closely related field, four or more years of increasingly responsible experience in electric utility, especially as it pertains to the operation and maintenance of such facilities or an equivalent combination of training and experience.
Knowledge of:
Principles, practices and methods used in the operations and maintenance of high voltage electrical systems; local, state and federal laws and regulations governing the operations of an electric utility; trends, approaches and problem-solving techniques used in electrical systems operations and maintenance; Research techniques, methods and procedures and report presentation; Local, state and federal legislative processes and associated laws, rules, codes, policies and procedures; practices and methods used in maintaining regulatory compliance; demographic evaluation and market analyses techniques; contracting principles, structure, purpose and negotiation techniques; methods, practices and techniques of project development and management; principles and practices of sound business communication; basic principles and practices of database development and maintenance, word processing and spreadsheet computer applications.
Ability to:
Analyze and interpret contracts and regulatory filings as to content and applicability, and formulate recommended course of action; analyze contractual provisions including provisions related to resource purchases and sale, transmission, settlement, interchange, participation, operation and demand side management agreements; evaluate and implement strategies to optimize resource utilization consistent with Risk Management Policies; perform technical and economic analyses of resource options. Research, analyze, summarize, develop conclusions and make sound independent recommendations regarding engineering, operational and financial data both manually and using computer analysis software; interpret graphs and statistical data; evaluation alternatives and recommend effective solutions; perform and provide staff leadership in conducting operational analyses; effectively communicate complex subjects to diverse audiences using superior written and oral presentation skills; prepare clear and concise technical documents, reports, correspondence and other written materials such as clear visual displays, maps, graphs and illustrations; establish and maintain effective working relationships with those contacted in the course of work; follow written and oral work instructions; make sound independent judgements within established guidelines.
Special Requirements:
A valid California driver's license and the ability to maintain insurability under the City's Vehicle Insurance Policy.
