About the Work Unit
The Mountain/Tunnel Engineering residency for the Colorado Department of Transportation (CDOT) oversees planning studies, and develops the plans, specifications, and estimates for the maintenance, reconstruction, and rehabilitation projects for the Eisenhower/Johnson Memorial Tunnel (EJMT) and US 6 tunnel systems within the Denver Front Range area. EJMT is a 50+ year old facility that needs its system to be maintained, updated, and upgraded. Per Senate Bill 21-260 (Sustainability of the Transportation System), CDOT will receive a total of $50 million over 5 years to be used for tunnel projects and improvements. CDOT recently finished a $20 million electrical equipment upgrade. Examples of future projects and challenges are:
High, medium and low voltage electromechanical systems, groundwater mitigation, fire suppression, water and wastewater supplies, structural and geotechnical analysis and control systems engineering.
A diesel submarine generator that is 50-60 years old with parts that are no longer available – a new one needs to be identified, designed, manufactured, and installed.
$30 million of tunnel lighting in both bores needs to be updated to more efficient systems.
There is an aging water treatment facility and reservoir that needs to be upgraded.
As built engineering plans are not always available, so it’s a challenge to identify what systems are present and where the infrastructure is located.
Special emphasis is provided to understanding both legacy and more modern equipment and developing solutions to modernize the facility in a phased, modular fashion.
At least $100 million of tunnel project have been identified and need to be prioritized.

About the Position
CDOT is looking for an Electrical / Mechanical Engineer Resident Engineer to oversee and coordinate the planning studies, design, and construction phases of all tunnel related projects, work closely with all stakeholders, as well as assign and supervise personnel to cover the projects. This position will also monitor contract administration and financial status of the projects and ensure the costs are within the approved budgets and schedules.
Your duties and responsibilities will include, but are not limited to, the following:
Oversee all activities and personnel involved in the development of transportation plans, specifications, and estimates.
Provide electrical and mechanical engineering and technical expertise and advice.
Ensure that designs comply with project scopes, schedules, budgets, as well as all engineering standards and procedures.
Develop phasing for corridor management plants that fit within approved plans and budgets.
Resolve complex engineering problems to successfully complete projects within environmental, economic, and contractual constraints.
Ensure that all project clearances are obtained from various engineering, environmental and right-of-way offices within and external to CDOT.
Analyze electrical, mechanical, structural, and tunnel design projects for potential problems; propose and implement design alternatives.
Monitor and administer construction projects to certify that construction is being performed in accordance with plans and specifications. Monitor schedules and ensure that deadlines are met.
Resolve contractor disputes and claims to ensure timely project completion.
Review, approve, and supervise the preparation of modifications to design and construction contract documents.
Inspect project sites and features for safety compliance.
Monitor the financial status of all transportation projects to ensure costs are within approved budgets. Approve and authorize fund expenditures.
Participate in consultant selection. Monitor consultants, approve payments, review and approve contract modifications, monitor monthly progress reports and billings.
Supervise a work unit by assigning staff to projects, developing schedules, conducting performance appraisals, interviewing candidates, and making hiring recommendations, approving timesheets and leave, resolving personnel issues, recommending corrective and disciplinary actions, and determining/recommending employee training.
Represent CDOT at meetings with the public, other governmental agencies, contractors, task forces, the media, and citizen advisory committees. Explain CDOT's actions related to project design, development or construction activities. Serve on various internal CDOT committees.
Abide by all safety regulations, policies, and procedures and wear all required personal protective equipment.
Other job duties as assigned.
Work Environment:
Work schedule is primarily Monday-Friday
Employee will report to Golden location and then use CDOT vehicle to travel 50% of the time to the Eisenhower Tunnel on work time
Required to oversee night project work 1-2 times a month, with each project usually lasting 8-12 months
Required to attend night and public meetings
Travel required during work hours throughout Metro Denver/Front Range
Occasional overnight travel 1-3 times a year throughout Colorado
Required to work in extreme temperatures and weather conditions for long periods of time
Required to work at elevations up to 11,000 feet
Required to work in proximity to heavy traffic and on variable terrain
Required to operate CDOT vehicles
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications
Current, valid licensure as a Professional Engineer issued by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors.
OR Current, valid licensure as a Professional Engineer from another U.S. State's Board of Licensure.
AND at least two years of professional civil, electrical, mechanical, or structural engineering experience which must have included experience in managing engineering projects related to mechanical, electrical, structural, and/or geotechnical specialties. One year of this experience must have been at the fully-functioning licensed professional engineer level.

Preferred Qualifications

Comprehensive knowledge and experience in electrical, mechanical, or structural engineering design and construction and tunnel maintenance. Experience with power plants or dams.
Knowledge and experience with the CDOT Project Development Manual, CDOT Standard Specifications for Road and Bridge Construction, CDOT Construction Manual, CDOT M&S Standard Plans; CDOT Field Materials Manual, AASHTO Roadside Design Guide, FHWA Manual on Uniform Traffic Control Devices for Streets and Highways, Method of Handling Traffic.
Knowledge of National Fire Protection Association (NFPA), and Mine Safety and Health Administration (MSHA) requirements.
Excellent planning, time, project management, and organizational skills.
Excellent facilitation, presentation, and oral communication skills.
Ability to identify and analyze problems using sound reasoning to arrive at conclusions.
Strong written communication skills.
Being open to change and new information; adapting behavior and work methods in response to changing conditions or unexpected obstacles.
Ability to partner with professionals, consultants, vendors, stakeholders, and staff, with sensitivity to their needs and priorities to accomplish the organization's goals.
