 Charles County is seeking skilled and motivated Civil Engineers to join our Department of Planning and Growth Management team. This position plays a key role in development review of water and sewer, stormwater, and transportation projects that directly impact the quality of life for our residents. The ideal candidate is committed to public service, has strong technical skills and expertise, and can effectively manage multiple projects . 
 &#xa0;Engineer will review and evaluate projects for compliance with regulations, conduct site visits, and prepare reports. This position requires effective communication and collaboration with various stakeholders, including the public, developers, and other governmental agencies.

 Essential Job Functions 
 
 
 &#xa0; 
 
 
 Reviews and evaluates projects for conformance with County ordinances, policies and procedures, engineering regulations, development and subdivision requirements, standard specification and detail conformance and other areas as assigned. 
 
 
 Manages utility construction permits, including review and permit issuance. 
 
 
 Meets with parties involved to discuss and clarify issues and explain requirements; advises and assists parties on how to achieve compliance with applicable rules and regulations. 
 
 
 Uses various specialized analysis including grading, storm drainage, stormwater management, flood plain management, road, water, and sewer analysis as appropriate to projects to discern relevant issues and facts and formulate appropriate recommendations. 
 
 
 Assists in formulating and implementing long range, comprehensive engineering projects or policies, and updating applicable ordinances, specification and details. 
 
 
 Maintains project files and records and prepares related reports including graphic materials, maps, and other illustrative materials as necessary; submits study reports and recommendations for review and presentation to various boards and committees. 
 
 
 Coordinates reviews, studies and projects with other divisions and departments as necessary; makes referrals and follows through on actions with agencies, as necessary. 
 
 
 Responds to inquiries from the public, developers, engineers, landowners, attorneys and others involved in infrastructure regarding procedures, compliance issues and related matters. 
 
 
 Performs field visits and site inspections, as necessary. 
 
 
 Serves on committees and work groups as assigned, providing technical support and assistance. 
 
 
 Compiles and disseminates information on engineering related matters to the public. 
 
 
 Manages contracts, grants, writing proposals for awards, scope of work and implementation. 
 
 
 Reviews special exception and variance requests for compliance to regulations, engineering principles, and engineering standards of care. 
 
 
 Administers long range comprehensive engineering projects or policies. 
 
 
 Performs related work as required.

 Qualifications, Knowledge, Skills, and Abilities 
 
 
 &#xa0; 
 Education and Experience: 
 Engineer I- Bachelor&#8217;s Degree in Civil Engineering. 
 Engineer II- Bachelor&#8217;s Degree in Civil Engineering and three years of related engineering work experience. 
 Engineer III- Bachelor&#39;s degree in Civil Engineering and five (5) years of progressively responsible engineering work experience. 
 Licenses or Certifications: 
 Valid driver&#39;s license. 
 Engineer I- Engineer in Training (EIT) Certification preferred. 
 Engineer II- Engineer in Training (EIT) Certification required. 
 Engineer III- Engineer in Training (EIT) Certification required. Professional Engineer (PE) license preferred. 
 Special Requirements/Qualifications: 
 Work is subject to interruptions and inflexible deadlines. 
 May be required to work some evenings and weekends to coincide with project schedules and/ or public information meetings. 
 This position is required to receive climate competency training level 2.

 Primary Responsibilities 
 
 Participate with the Project Principal, Managing Director &#8211; Retail, and Director of Construction on the site plan, budget model, and schedule for potential new developments. 
 Assist with site investigations documenting pre-construction conditions. 
 Identify any potential issues that may incur additional project costs to overcome (e.g., grading, storm water quality or quantity control, wetlands, floodplains, easements, access, utilities, entitlements). 
 Maintain critical dates, schedule, and document management to track the due diligence/inspection process. 
 Review and analyze project documents including construction plans and specifications, due diligence documents, utility agreements, and municipal code. 
 Familiarity with permitting and entitlement.

 Qualifications 
 
 Bachelor&#8217;s degree in&#xa0; civil engineering required. 
 Qualified candidates without the relevant experience will have the opportunity for training and practical learning. 
 0 to 3 years of progressively responsible experience in civil engineering, site planning, and land development preferred. 
 Knowledge of site planning, site engineering, and storm water design and management.
