The Program Director for Multimodal Planning and Analysis leads ITE’s technical programs focused on multimodal transportation planning, complete streets, and data-driven analysis. This role serves as a subject matter expert and project manager supporting the development, application, and dissemination of planning-related technical resources, including the ITE Trip Generation Manual and ITE Parking Generation Manual.
The position serves as staff liaison to the Planning Council and Complete Streets Council and their associated committees, supporting member-driven technical initiatives and fostering collaboration across disciplines. The Program Director manages contracts and partnerships; contributes to the development of Recommended Practices, Informational Reports, and technical resources; and advances professional capacity building through conferences, webinars, and training programs.
This role also supports innovation in multimodal planning practice, integrates land use and transportation considerations, and ensures that ITE’s technical products and programs reflect evolving industry needs related to accessibility, equity, sustainability, and data-driven decision-making. The position requires a creative, forward-thinking mindset and a willingness to explore new approaches, challenge conventional practices, and advance innovative solutions within the transportation profession.
Essential Duties and Responsibilities*
Technical Program Management
Lead technical activities related to multimodal planning, complete streets, and transportation analysis, ensuring timely and high-quality delivery of projects and program outcomes.
Oversee and manage ITE’s flagship data resources, including the Trip Generation Manual and Parking Generation Manual, including updates, data collection efforts, methodological enhancements, and user engagement.
Manage contracts and task orders, including project planning, budgeting, scheduling, subcontractor coordination, and reporting.
Support the development of technical content including Recommended Practices, Informational Reports, Technical Briefs, and other guidance documents.
Identify opportunities to modernize and enhance ITE’s technical resources and programs through innovative approaches, new data sources, and emerging analytical methods.
Professional Capacity Building
Develop and support webinars, workshops, and training programs on multimodal planning, land use and transportation integration, complete streets, and transportation analysis.
Support the continued development, refinement, and delivery of ITE’s transportation impact analysis training courses, including identifying instructors, updating course content, and expanding course offerings.
Identify emerging topics and trends and engage subject matter experts to advance ITE’s educational offerings, incorporating new ideas and innovative approaches to learning and practice.
Contribute to ITE publications, including newsletters, journals, and technical content, working with authors, committees, and peer reviewers.
Assist in planning and delivering technical content for the ITE Annual Meeting and Exhibition and other conferences.
Member Engagement
Serve as staff liaison to the Planning Council and Complete Streets Council, as well as associated committees and task forces.
Support volunteer leadership in advancing technical initiatives, facilitating meetings, and coordinating work plans and deliverables.
Foster collaboration across councils and committees, particularly with cross-cutting areas such as safety, equity, and data.
Respond to member inquiries related to multimodal planning, trip generation, parking, and related technical topics.
Contracts and Partnerships
Manage existing partnerships and contracts with federal agencies, research organizations, and industry partners related to planning and data programs.
Lead business development efforts to identify and pursue new funding opportunities, including contracts, cooperative agreements, and grants.
Represent ITE in national research efforts, technical panels, and industry collaborations related to planning, land use, and multimodal systems.
Travel
Ability to travel annually to the ITE Annual Meeting and Exhibition, including participation in on-site meetings, sessions, and related professional activities.
Ability to travel periodically to other conferences, meetings, and events as needed to support program development, partnerships, and stakeholder engagement.

Undergraduate degree required; Master’s degree preferred in transportation planning, engineering, urban planning, public policy, or a related field.
Preference for existing, or ability to obtain, Professional Transportation Planner (PTP), Project Management Professional (PMP), or similar certification.
Experience • Seven to ten years of progressive professional experience in transportation planning, multimodal analysis, land use planning, or related fields. • Experience working with or managing technical programs, research projects, or data-driven initiatives. • Professional experience in the association sector or working with volunteer committees strongly preferred. • Familiarity with trip generation, parking analysis, and development review processes is highly desirable. • Experience coordinating outreach and engagement efforts such as webinars, publications, peer exchanges, workshops, and conferences. Skills and Abilities • Strong prioritization and organizational skills, with the ability to manage multiple tasks and meet deadlines in a fast-paced environment. • Ability to understand and effectively communicate both technical and non-technical information about the programs, products, and services of ITE. • Knowledge of multimodal planning principles, Complete Streets, and the integration of land use and transportation. • Project planning, organizational, and budgeting skills with a focus on developing and managing technical projects. • Excellent verbal and written communications skills. • Proficiency in Microsoft Office suite of tools, web meeting platforms, and open-source content management systems is desirable.
